Harley with no key at all. Is that possible?+

It is ordinary work. Most Harley ignition switches and fork locks can be read at the bike and a key cut to the code found in them. Models with a fob-based security system need the fob paired or the PIN entered, which is done with you standing beside the bike.

A Vespa or an older scooter?+

Gas scooters are cut and priced like small motorcycles, and most use simple mechanical locks that read quickly. Some scooters have a shuttered ignition opened by a separate magnetic key; if yours does, say so on the call, because that shutter key is its own item and its own method.

Someone tried to force the ignition and now nothing turns.+

A punched or twisted ignition normally has broken wafers inside and cannot be read at all. The lock is removed, and either the cylinder is rebuilt to your existing key or a replacement goes in keyed to match the seat and the fuel cap. That figure is named before any panel or fairing comes off.
